Unmovable typing pop-up window is in the middle of the screen

When i use the "Text" tool, the typing pop-up window is in the middle of the screen and no letters are visible behind it.
The drawing cannot be moved at this time.
This is very inconvenient, especially when you need to write comments on the underlying drawing.
Can this window be floated?
