I am publishing puzzles in my activities. For that, it would be helpful it the text elements on the page would have an option to be hidden initially and then only by clicking a button become visible.
Perhaps only the heading should be displayed initially and have a dropdown indicator which when clicked displays the full text.

You can work in the applets themselves.
You can add conditions to show for any object, including texts. You can use SetVisibleInView( <Object>, <Graphic 1|2>, <Boolean> ) or when a button is combined with a certain value, indicate that the text is only shown for that number.
So there's lot of possibilities. If you add the file and are more precise on what you exactly want, I'm sure it will be more clear which possibility fits better.

I can do out within the applet.
But I would prefer to be able to do it with text blocks in the activity web page below the applet.
This option is not provided. The activities are only conceived to provide additional info, questions etc, not to be interactive themselves
