I want to rotate only x-axis about oigion.

This is not possible. I mean, you can’t rotate the current x-axis about O.
But you can create a “fake” x-axis, that is the line y=0 and use e.g. the Rotate command (and a slider, if you need a dynamic rotation) to rotate it.

Then you will need to refer any existing object to the new set of axis, by rotating them using the same method, or using a rotation matrix.

I would like to rotate a marked axis. At present I can create a line y=0, make equidistant markings and rotate!
The task is not trivial, considering that the origin can be anywhere and the window is zoomed.
Attached is one possibility.
