total of frequency is greater than 1.00 ?

  1. FrequencyTable[boundaries, data, true, 1 / Length[data]]

you will get a histogram with total area=1.

so, if you want get a list of frequency 100 percent, you should use scale: classes width(0.25):

  1. FrequencyTable[boundaries, data, true, 0.25/ Length[data]]
