See below for what I have done.
You must have "tube.geogebra.org" in your window "WebGl-instellingen..."

So... go on geogebratube with Safari, and see a 3D file

then go to Safari : Preferences > WebGl-instellingen...

Don't you have "geogebratube.org" in the window ? and you can allow WebGl for this site ?

Last thing : try restart your Mac...

If it doesn't work, try Reset NVRAM

It is ok for me

So...

First you must have webgl active in your browser

I explain how active it in Safari, and you did it

It should work now

So try delete "caches" (i don't know the word in english...)

In Safari do : alt + cmd + E

then quit and reopen Safari

To active webgl in others browsers

Chrome

in adress bar, write about:flags then active webgl

Firefox

in adress bar, write about:config then webgl.force-enabled > true

If you don't see it

go in the application "App Store"

and do all Apple updates (especially Xcode)
