Possible bug - manually changing the layout

I definitely remember that it used to be possible to manually arrange the layout of GeoGebra by dragging on the "handles" of individual Views. These handles look like the "Move Graphics View" tool icon, only they are grey. In the graphics views they used to appear where the property menu is, when the main "kebab menu" is on "View".
On the copy of GeoGebra 6.0.620.0-offline I am using on a macbook pro (MacOS High Sierra) this does not happen any more. When I click on the View menu the "handles" will appear on the Algebra View only. Therefore I am not able to drag the graphics views around as I used to.
The handles still work that way in the online version of GeoGebra Classic 6.
I guess there is a problem with my local copy or version of GeoGebra.
Luckily I just learned about the existence of the SetPerspective command :)
Is anybody else experiencing the same problem?
Is there a solution?

thanks for you answer. I did notice that the online version of GeoGebra classic does work correctly in that respect, I actually used that to rearrange the layout of a construction, before learning about the SetPerspective command.
