I think there should be a setting that allows your commands to be typed in one language and your Tools and Menus to be in another
because I have an English keyboard but I want to learn Spanish so I would want a Spanish menu and English commands.
Is this possible?

And I think it would be good in a bit different way.
For example: your menu is in Spanish and you can type commands in English (or French or German) (all of them is better, or you could choose among all the languages) and in Spanish. I think it's better for learning using GeoGebra, because main part of the form in English, in French and in German.
No, but in GeoGebra 4.0 you can get the tooltips in a second language.
Also, (most) English commands will work even if another language is selected.
I can't do that on my particular program. I tried it.
And how can you change the language?
