That's why GeoGebraTube now uses HTML5, so File -> Share is your best option (and there's a possibility to export offline worksheets from there too)
So I can't use my own work offline unless I upload to GeoGebraTube
With an HTML export, short answer is NO...Java has too many security holes. I fought this for a while, upload to GeoGebraTube and insert files into your HTML, then you should be able to do all you desire...problems using GGTube are well supported.
