In below link 2016 pdf manual was said to be available for download and the person asked for more recent one.

Now even that link (to 2016 version) does not work. How to get pdf manual at least for 2016 version?

Sorry, but an official pdf manual of GeoGebra no longer exists.
If you are online while using an applet, you can get immediately redirected to the Webpage containing the description of the currently selected tool or command by pressing the F1 key (Classic version 5 and 6) or by selecting "Help" next to the currently selected tool description.
