Not a Problem
The Geogebra documentation says this
ZoomIn( <Min x>, <Min y>, <Max x>, <Max y> )But in reality the command requires
ZoomIn( <Min x>, <Max x>, <Min y>, <Max y> )

try zoomin(-4,-4,5,5) for test
I should have mentioned that I am using Geogebra Classic 5 on a mac.
zoomin(-4,-4,5,5) has bottom left corner at (-4,-4) and top right at (5,5) as per docs, but
zoomin(10,20,30,40) has bottom left corner at (10,30) and top right at (20,40).

zoomin(10,20,30,40) is OK for me in windows 7 GeoGebra Classic 5.0.583.0-d (Java 1.8.0_161-32bit, 247MB. CAS Initialising) 12 May 2020
Updating to the latest version solved my problem! I thought I was getting automatic updates, but apparently not.

the last update was a backward because a wrong version was downladed
