Create perpendicular line segment with fixed length

How do I create a line segment of a specific length that is always perpendicular to a given line? I can create perpendicular lines to any line and I can create a segment of fixed length, but I cannot seem to make that segment of fixed length reside along the perpendicular line. Instead, if I use the anchoring tool, it changes the length of the segment and it becomes the wrong length.
