In order to enter fractions, you need to use the / symbol, not the \ that you've used in your example.
So, in Algebra View, type
-2/3 x+4
and press Enter to confirm.
GeoGebra will automatically name the function and display it in Graphics View.
Estoy con Simona Riba pero quizá quieras escribir -2/(3x+4).
Por otra parte debes indicar si el problema es para hacer operaciones o si quieres escribir un rótulo en el que entran el código LaTeX, se escribe algo distinto f(-2;3x+4) o bien f(-2;3x)+4 que no está claro que´quieres escribir.
supongo que querías decir -2/(3x+4)
es buena costumbre usar parentesis para todo numerador o denominador
