I would like to make a circle animation curve from a point (a,b) with radius R.
I figure it out how to do a half circle, and I can make to halves to make a circle but it's messy and I'm sure there is a more elegant way to create a circle from any center with a given radius.

with CircularArc instead of Circle
There's a tool (and Command) to create a circle with center and given radius. If you create a point Point(<circle>) and check the option animation you have an animated point on it. You can hide the circke if you want. If you want to skip the intermediate steps you can create a custom tool.
