For example, I want to draw a graph as this:
First I draw a circle, set fill color to white, opacity to 100, layer to 1, and then, in order to draw border to black color, I copy the circle, and set color to black, opacity to 0. Continue this process it can complete the whole graph, but if we can set the border color and fill color respectively, we can simplify this process greatly.
Is it possible to set border color and fill color respectively?

That's the difference between a circle and a polygon. In a polygon the figure and the edges are defined as separate objects, so you set diferent colors for them. But if you create a circle, you create just one object with one color.
